I AM directed by the Board of Trade to refer to your letters of the 15th and 16th December relative to the Third International Opium Conference.

As regards your letter of the 15th December, the Board concur in Sir E. Grey's proposal to take no further action in regard to the arrangement for putting the convention into force without waiting for ratification by all the signatory Powers.

As regards your letter of the 16th December, the Board note that Sir E. Grey proposes to lay a Parliamentary paper comprising the delegates' instructions, their report, and the final protocol of the conference; but they do not desire to offer any observations or suggestions on the subject.
